Wharton Specialty Finance Partners is an investment vehicle that provides secured financing to specialty finance companies seeking capital to grow their businesses. WSFP plays an active role in helping guide these organizations, and, where appropriate, also provides funds to facilitate expansion, including the acquisition of competitors. The firm is led by a senior management team which has relevant collective experience of over 150 years in the Industry, and has executed on over $75 billion in transactions relating to all aspects of structured asset-based finance.

  • Steven E. Hirsch
    Steven E. Hirsch, Senior Managing Director

    Mr. Hirsch is a Senior Managing Director of Wharton Specialty Finance Partners, and, along with Mr. Specker (see below), is responsible for overseeing the day to day operations of the organization. Mr. Hirsch has over 30 years of experience in all aspects of structured asset-based finance, including origination, structuring and execution of equipment financings and leases, the acquisition of asset-based portfolios and specialty finance companies and the structuring and placement of asset-backed debt in the public and private markets. He was formerly a Managing Director with Babcock & Brown LP, an international investment banking, specialized fund and asset management group, where he established a business providing secured, subordinated capital to specialty finance companies and led the firm's effort in the origination of investment opportunities and in the structuring, negotiation, execution and management of these transactions. His extensive experience also includes advising corporations in the structuring of the debt and equity components of all manner of lease financings, structuring and placing securitizations and advising clients in the acquisition and sale of lease portfolios and small ticket leasing companies. Mr. Hirsch was previously the Executive Vice President of UniCapital Corporation, a $560 million roll-up of specialty finance companies which went public on the NYSE where he was responsible for securing and managing the funding vehicles to provide financing for fourteen distinct operating companies. Prior to UniCapital, Mr. Hirsch was an Executive Director and head of the Leasing Products Group at Morgan Stanley & Co., where he was involved in over $25 billion in transactions for all types of equipment, real estate, project financings, lease portfolio acquisitions and the purchase and sale of finance companies. Before Morgan Stanley, Mr. Hirsch was a Senior Vice President at Matrix Leasing International, a Vice President at Wells Fargo Leasing and a District Manager at GATX Leasing. Mr. Hirsch received his BA in Economics from Trinity College and his MBA in Marketing and Finance from the New York University Graduate School of Business Administration. He holds a Series 7 securities registration.

  • Richard L. Specker
    Richard L. Specker, Senior Managing Director

    Mr. Specker is a Senior Managing Director of Wharton Specialty Finance, and, and along with Mr. Hirsch, is responsible for overseeing the day to day operations of the organization. Mr. Specker has nearly 30 years of wide-ranging experience in structured asset-based finance and leasing, including principal investing, portfolio and risk management, business-unit acquisition, divesture and restructuring, institutional equity and debt placement, marketing and general executive management. He was formerly a Senior Managing Director of ICON Capital Corp., the largest sponsor and manager of asset-based finance and leasing-related fund programs in the United States, and ICON Securities Corp., its dealer-manager affiliate, where he was responsible for complex asset-based debt financings, distressed portfolio asset restructurings and strategic portfolio dispositions. Before joining ICON Capital, he was a Managing Director of Global Capital Finance, an international investment banking boutique previously part of the structured asset-based finance group of Credit Suisse First Boston. Mr. Specker spent twenty years with predecessor companies of the Bank of America. He was the President of the Global Lease Finance Division at Fleet Capital Corporation, where he managed a number of business groups and a diverse portfolio of secured loans and leases totaling nearly $5 billion. Prior to joining Fleet, Mr. Specker was a Senior Vice President and Manager of the Structured Lease Finance Group at NationsBank and was one of the original founders of the leasing business at the bank. His earlier responsibilities at the company included credit underwriting and financial analysis, quantitative analysis and modeling and the tax, legal and accounting aspects of new product development. He is a former member of the Board of Directors of the Equipment Leasing and Finance Association and served as Chairman of ELA Business Services, Inc., a for-profit subsidiary. He maintains his Series 22 and Series 63 securities registrations and graduated with a BA in Economics from Duke University and an MBA in Finance and Accounting from the University of North Carolina at Chapel Hill.

  • Edward Hill
    Edward Hill, Managing Director, Chief Risk and Operating Officer

    Mr. Hill is a Managing Director of Wharton Specialty Finance, and is responsible for overseeing portfolio and asset management as well all accounting and finance functions for the organization. Mr. Hill has over 25 years of experience in portfolio management, risk management, credit policy and administration, underwriting and due diligence. He has a broad range of commercial finance experience, including factoring, asset-based lending, mezzanine and term lending secured by fixed and intellectual property assets, involving such diverse industries as manufacturing, service, retail and specialty finance.

    As a Portfolio Manager at Babcock & Brown LP, an international investment banking, specialized fund and asset management group, he had responsibility for underwriting, loan administration and account management for specialty finance investments, managing a multi-hundred million dollar portfolio across three divisions, with particular emphasis on portfolio management for loans and investments backed by intellectual property assets. His recent responsibilities were directed at managing the exit strategy for portfolio assets and maximizing equity value. Prior to his current position, Mr. Hill spent a number of years as a Senior Vice President for GMAC, a large international commercial finance company and held credit management and administration positions at the Bank of New York, Bank of Boston and First Union National Bank.

    Mr. Hill graduated with a BS in Accounting and Business Administration from High Point University and received his MBA from the Babcock Graduate School of Management at Wake Forest University.

  • Thomas Tuggle, Esq.
    Thomas Tuggle, Esq., Managing Director, General Counsel and Chief Compliance Officer

    Mr. Tuggle is a Managing Director of Wharton Specialty Finance, and is responsible for all legal, transaction management and compliance matters for the organization. Mr. Tuggle has over 25 years of experience in all aspects of asset-based and structured finance, as both an investment banker and transaction counsel, including extensive experience in both the debt and equity capital markets. He was formerly a Managing Director with Babcock & Brown LP, an international investment banking, specialized fund and asset management group, where he advised numerous clients in a variety of industry sectors in connection with the structuring, placement, negotiation and execution of billions of dollars of financing transactions. Mr. Tuggle spent six years in Tokyo with Nomura Babcock & Brown, where he arranged the placement of cross-border asset-based financing transactions. Before joining Babcock & Brown, he was an attorney at the law firm of Davis Polk & Wardwell in New York, where he specialized in corporate and structured asset-based finance transactions.

    Mr. Tuggle graduated with a BA from Columbia College and received his JD from the University of Texas, where he was an editor of the Law Review.

  • Russell J. Kellites
    Russell J. Kellites, Managing Director, Quantitative Analysis

    Mr. Kellites is a Managing Director of Wharton Specialty Finance, and is responsible for overseeing all quantitative analysis and financing modeling for the organization. Mr. Kellites has 25 years of experience in quantitative analysis and asset-based finance. As a Director and Head of Capital Solutions for ANZ Bank in New York, he specialized in capital raising and portfolio management, completing over $1 billion of financings. Prior to ANZ, he was a Director of Global Capital Finance, an international investment banking boutique previously part of the structured asset-based finance group of Credit Suisse First Boston, where he had responsibility for structuring asset-based transactions and portfolio acquisitions, along with financial modeling and quantitative analysis. Mr. Kellites was previously the Director and Head of Leasing and Specialized Finance at ING Barings, with responsibility for executing lease transactions, synthetic leases and cross-border tax-efficient financings, acting as principal, arranger, advisor and issuer. Before ING, he was a Vice President at Fuji Bank and Trust Co., where he specialized in asset-based finance and leasing. Prior to Fuji Bank, Mr. Kellites was a technical analyst at Warren & Selbert, a specialty quantitative analysis software firm, where he advised leasing companies, investment banks and financial industry clients regarding analytical modeling and structuring for domestic, international and cross-border leases, project financings and asset securitizations. He also worked as an associate at both Goldman Sachs & Co. and Merrill Lynch Capital Markets. Mr. Kellites graduated cum laude with a BS in Computer Science from Columbia University. After continuing graduate level work specializing in artificial intelligence, he entered the Columbia Graduate School of Business where he received his MBA in Finance.

  • Richard Gallo
    Richard Gallo, Managing Director, Originations

    Mr. Gallo is a Managing Director at Wharton Specialty Finance, and is responsible for deal originations, management and execution for the organization. Mr. Gallo has over 14 years of experience in asset management, debt and equity capital raising and investment banking advisory in asset-based finance. He was formerly with Babcock & Brown LP, an international investment banking, specialized fund and asset management group, where he was a member of the asset management line of business providing subordinated growth capital to specialty finance companies. He led the firm's longevity asset management business, including management of the life settlements investment portfolio. Prior to joining Babcock & Brown, Mr. Gallo was a financial analyst at a boutique investment bank specializing in structured asset-based finance and leasing transactions.

    Mr. Gallo received his BS in Operations Research from Cornell University. He is a Chartered Financial Analyst and member of the CFA Institute and NY Society of Securities Analysts.
